Commission adopts annexation of two tax lots into Clean Water Services district

The Washington County Board of Commissioners on Sept. 16 adopted a resolution approving the annexation of two tax lots into the Clean Water Services district, effective the same day.

Tricia Gerisco, associate planner in community planning, told the board the request was initiated by a consent petition from the property owners, Joseph and Heather Fogg, and that county staff reviewed the proposal and “found that it meets the criteria for boundary changes as outlined in the staff report.” Gerisco recommended the board conduct the public hearing and, at its conclusion, adopt the resolution approving the annexation.

Gerisco said the tax lots are located at 11903 and 11875 NW Thompson Road in unincorporated Washington County and that the sites lie within the Metro Urban Growth Boundary. A member of the public identifying himself as the property owner said water and sewer were extended to Thompson Road in 2020–21 and that the owners lacked funds at the time to connect; he said the likely future development is a house for a family member.

Before public testimony, staff read a procedural statement noting applicable criteria and hearing rules, citing ORS 1.8.850, the county’s comprehensive plan and urban service agreements, and Metro Code Section 3.09.050D.

After closing public testimony, the board moved to adopt the resolution and authorize the chair to sign the order approving the annexation (identified in the record as 25-006LRP/BC). The motion passed unanimously, 5 to 0.

No conditions beyond the staff-recommended resolution were stated in the hearing record.
