Umatilla County seeks new operator for detox services, ends current lease

Umatilla County commissioners voted on Sept. 17 to issue a request for proposals (RFP) to restart the county's detoxification program and to terminate the existing lease for the detoxification center.
A county staff member told commissioners the detoxification program managed by EOAF has not been operating since April 2025. "The detoxification program in Umicutila County, that was managed by EOAF has not been operating since April 2025," the staff member said during the meeting.
Commissioners made separate motions: one to issue the RFP for a detoxification program operator and another to terminate the lease for the detoxification center facility. Both motions were moved, seconded and approved by voice vote.
Meeting discussion did not specify target RFP dates, replacement operator criteria or the location to which services would move; staff indicated issuing an RFP is the next formal step to restart services.
The board recorded no roll-call vote totals in the meeting transcript; outcomes were announced as passed.
