Richmond Planning and Zoning elects Estelle chair, Miller vice chair

The Richmond Planning and Zoning Commission elected Commissioner Estelle chair by a 4-3 roll call vote and Commissioner Miller vice chair by a 6-1 roll call vote during its meeting.

The election followed nominations and brief statements from the two chair candidates. Commissioner Estelle received a majority in the chair vote, 4–3, and Commissioner Miller won the vice chair spot, 6–1. The commission also approved the minutes of its Sept. 4, 2025 meeting as corrected.

The commission opened nominations for chair after the clerk called the roll. Each nominee was given an opportunity to speak before members voted by roll call. During nomination discussion, Chris Johnson, the newly introduced city attorney, reminded the commission about open-meetings requirements, saying, “Any action taken by a public body in the state of Kentucky must be done openly and on the record.” The commission then closed nominations, heard short candidate remarks and proceeded to the roll call vote. The clerk reported Commissioner Estelle received four votes to Commissioner Miller’s three and was declared elected chair. In a separate roll call for vice chair, Commissioner Miller received six votes to Commissioner Miles’ one and was declared elected vice chair.

Earlier on the agenda the commission moved to approve the Sept. 4, 2025 meeting minutes “per corrections,” including an edit noted by Commissioner Perkins clarifying a distance reference in a draft (the minutes had repeated “school” where the second reference should read “residential”). A motion to approve the corrected minutes was made and carried by roll call.

No formal appeals or challenges to the election results were recorded in the meeting transcript. The commission moved on to its next agenda items after the organizational votes.

The commission’s next regular meeting will include consideration of agenda items carried over from this session, including zoning matters discussed later in the meeting.
