Planning commission approves conditional use for First Assembly of God sanctuary at 2015 Indian Street

The North Bend Planning Commission on Sept. 15 approved a conditional use permit for a proposed sanctuary and related site work at 2015 Indian Street for First Assembly of God (also called the Harvard Assembly).
City planner Badu Pandey told the commission the application would replace the congregation's primary worship space with a new building and repurpose the existing structure for ancillary church functions. "The proposed sanctuary will serve as a assembly, primary worship space, while the existing building on-site will be repfocused for other chores related functions," Pandey said, and recommended approval “with the stated condition in the final order.”
Pandey said the project includes an expanded parking area and pedestrian pathways intended to meet city standards, and that a traffic analysis is required because the combined trip generation from the new sanctuary and existing building exceeds the threshold specified in NDCC 10 12 0 5 0. He also cited compliance requirements under NVIDCC 10 12 1 40 for continuous pedestrian pathways and noted that building permits and an occupancy permit will be required before use.
Richard White, who said he was sent by the applicant to answer questions, told the commission the project team plans to increase the number of on-site parking spaces and likely will exceed the number required by code. "Yes. We are going to increase the parking lot, space numbers, so that we have enough to cover the what's requirement ... I think we're actually gonna be over the number of spaces required," White said.
No members of the public spoke in favor, neutral, or opposition during the hearing. After brief deliberation the commission moved to approve the conditional use request for case file 627-25-000014-PLG based on the applicant's presentation and the staff report, subject to the conditions discussed on the record. The commission recorded the motion as carrying unanimously.
The approval allows the applicant to proceed to required permit reviews and the traffic study referenced in the staff report; the final order will list the specific conditions the commission attached to the permit.
