Ken-Caryl advances community park pickleball design; board discusses lighting, five courts and access

District staff updated the board on the Ken-Caryl Ranch Community Park and the Pickleball Courts Phase 1A design and budget, reporting a change from four to five courts and a projected pre-contingency cost near $600,000.
Staff said the fifth court added roughly $65,000 pre-contingency and that a 20% contingency was budgeted in the estimate. The schematic identifies the five courts, proposed fencing and potential lighting and identifies the disturbed-area footprint for grading and earthwork.
“We are hoping to come in right around $600,000,” a staff presenter said while reviewing the revised cost estimate sheet. Staff told the board the design team is focused on construction documents and legal teams are preparing for public bidding and county permitting so the project could begin dirt work this fall if schedules align.
Board members discussed lighting and access. Staff said lighting and design elements will be included in construction documents and that court use will be managed with a mix of reservations, programming and first-come-first-served access similar to current Bradford operations. One board member said lighting would expand seasonal use and improve utility.
At the same time, staff updated the board about a separate proposal to install sound panels at Bradford to mitigate noise. The architectural committee did not approve the sound-panel plan, citing aesthetic impacts to the facility and nearby homes and noting that the master association does not allow privacy fences in large-lot neighborhoods; the committee treated the proposed panels as similar to a privacy fence. Staff said they may research alternate vendors or designs and will monitor whether demand decreases once the new pickleball courts open.
Staff intends to provide an updated construction timetable when they meet with the HOA/MA design review (scheduled for a future coordination meeting), and said full project details would be available at that time.
