Council approves planning authorization for engineering and water-line relocation plans

The City Council approved a planning authorization for item 4(a) that will fund engineering plans and include the planned relocation of water lines, council members confirmed. The vote was taken during the meeting; trustees approved the item unanimously.

The authorization covers development of the project design and related engineering work but does not commit the city to purchase or construction, a staff presenter said. “It’s the whole project,” the staff member said when asked whether the cited cost covered engineering alone or included moving water lines. The staff member added, “This is planning authorization; we’re not buying anything yet,” and said the city will go out to bid once plans are complete.

Council members asked clarifying questions about the scope and cost estimate before moving to a vote. One trustee questioned how often the state transportation agency (ODOT) undertakes projects in the city and characterized the visible result as a single roundabout. After brief discussion, a motion to approve item 4(a) received a second and passed on a roll-call vote.

The clerk called the roll: Trustee Miller, Trustee Scheer, Trustee Simileski and Trustee Tucker each voted yes. Meeting minutes indicate no additional items were considered immediately afterward.

The authorization allows city staff to complete design and permitting steps and to advertise the project for bids at a later date; it does not authorize construction contracts or spending beyond the planning work approved at the meeting.
