A vendor representative from iSigns (Bill) spoke to technical controls that limit nighttime brightness and animation, saying the company uses automatic dimmers and recommends a 5–8 second change interval to avoid flashing or distracting effects. “We have a 64 to 256 dimming level with an automatic dimmer at nighttime,” the vendor said, and added that the displays are normally set to calm transitions rather than video or flashing effects.
Proponents argued that the conditional‑use standard allows case‑by‑case limits on height, light output, hours of operation and message‑change frequency. Opponents urged the council to preserve the neighborhood character of CN parcels and recommended revisiting the CN zoning language more broadly so the zone’s purpose aligns with permitted sign types.
The council ultimately approved Ordinance 2025‑34 to allow electronic messaging boards as a conditional use in the CN zone; staff said any future application would come before Planning Commission for a conditional‑use review and public notice.
