Planning commissioners reviewed a sample short-term-rental (STR) application provided by Tyler (based on Ogden City’s form) and compared it to Fountain Green’s Chapter 11 standards.
Commissioners highlighted key items the city should require on an STR application, including: owner/manager contact information, the portion of the dwelling proposed for rental (floor plan/site plan), confirmation of required business licenses and sales-tax registration where applicable, owner-occupancy verification (Ogden sample cites three pieces of evidence), and safety/parking requirements. The Ogden form includes an owner-occupied versus non-owner-occupied distinction and a model limit of 182 nights per year for exclusive STR use (roughly 49% of the year); commissioners discussed how Fountain Green’s Chapter 11 currently treats ADUs and owner-occupancy and concluded some items in the Ogden form would need to be tailored.
Commissioners asked staff to: - Adapt the Ogden model to Fountain Green’s Chapter 11 language, removing or revising items that overreach (for example, some Ogden elements were viewed as more aggressive than Fountain Green requires). - Make the completed draft available to the commission for a first-blush review; staff agreed to circulate chapter excerpts (Chapter 10/11/11.33) and the proposed application in Word so commissioners can edit and sign off.
The commission did not vote on a final STR policy at this meeting; Tyler was tasked with finishing the draft application and returning it for commission review.
