Council seeks $3 million in CIB funds for event center rebuild, contingent on insurance proceeds

Fair City officials told the council on Sept. 10 they asked the Community Impact Board (CIB) for $3,000,000 to rebuild the city’s event center and that staff would pursue final funding at a CIB funding meeting on Oct. 1.

Council representatives said the CIB placed the request on a priority list as a potential $2,500,000 grant and a $500,000 loan amortized over 30 years at about 1 percent interest; staff described the loan payment as approximately $19,000 per year. That recommendation is not final, and council members emphasized that acceptance of actual funds would require a later ratification vote if CIB disburses money.

City staff told the council the low contracting bid to rebuild the facility was about $3,300,000, and staff reported an insurance position of roughly $1,800,000 to date. Council members discussed the difference between insurance proceeds and construction bids and said they would press the CIB to secure grant funding if possible; they instructed staff to pursue the funding package and return to council for formal acceptance if awarded.

The council moved and recorded support for staff to attend the Oct. 1 funding meeting and pursue the full $3,000,000 package; the motion was made contingent on final insurance settlement and CIB action.

Trent, a city staff member who attended the CIB meeting with council representatives, summarized the board feedback and said the local delegation would return on Oct. 1 to ask for final funding. The council also reported that a representative from the state Attorney General’s office attended the CIB meeting and offered guidance to the city.

Council members did not set a binding financial obligation during the Sept. 10 meeting; they authorized staff to continue negotiations and required a further council motion before any funds could be accepted.
