The vote followed a public hearing and more than 20 minutes of discussion among city staff, the commission and HMMI representatives. Planning staff summarized the request and noted the planning commission unanimously recommended approval, subject to an agreement with Northwestern about an existing 4-inch gas line in the right of way.
