Providence council passes memorial resolutions, appointments and recognitions; Judge Frank Caprio honored

The Providence City Council on Sept. 4 approved a series of ceremonial resolutions, appointments and referrals, including a resolution honoring the late Judge Frank Caprio and one celebrating Hispanic Heritage Month.
The council adopted a resolution honoring Judge Frank Caprio, who died Aug. 20, 2025. In remarks before the vote, Councilman Taylor called Caprio "what is right with Providence," and said "there'll never be another Judge Caprio." The resolution extends the council—s sympathy to the Caprio family and directs that a copy be presented to them.
The council also passed a resolution honoring Melvin F. Brundage, a longtime city maintenance employee who died June 23, 2025 at age 64. Councilwoman Graves, who introduced the measure, described Brundage as "a friend of my family" and a community fixture who "listened to everybody."
Separately, the council passed a resolution requesting that the Board of Park Commissioners rename parkland and an adjacent splash pad at the Armin E. Battistini Jr. Recreational Center in Ward 5 in honor of Armin ("Amin") E. Battistini Jr. Councilwoman Ryan said the center originally opened after allocating $50,000 in CDBG funds and described the naming as recognition of Battistini—s decades of youth and recreation service.
The council also reaffirmed Sept. 15—6 to Oct. 15 as Hispanic Heritage Month in Providence and members highlighted a number of community events planned for the month.
During general business the council waived readings and referred multiple agenda items to committees, noted appointments and accepted reports. Council members also recognized retirements from the City Clerk—s Office and other municipal posts and took a moment to acknowledge an overdose-awareness vigil in Burnside Park.
