After a public hearing and a presentation from finance manager Catherine Piatti and consultant Terry Madsen, the Paso Robles City Council approved a resolution adopting updates to the city’s user and regulatory fee schedule for public‑safety and other non‑development services.
Staff said the fee study — the city’s first comprehensive review since 2005 — was split into two phases. Phase 1 covered public‑safety and non‑development fees (recreation, facilities, permitting and similar service fees); phase 2 will cover development‑related fees and is scheduled to return to council in late 2025 or early 2026. The consultant advised using fully burdened staff costs and a “6 out of 10” average time estimate to set fees. The report estimated about $142,000 in additional annual cost recovery from the proposed changes.
Council asked that future fee schedules include an automatic inflation/CPI indexing option and discussed how the city balances cost recovery with community benefits such as subsidized recreation and library services.
