Perris commission approves 7‑Eleven alcohol license upgrade; type 20 will be swapped for type 21

The Perris Planning Commission voted 4–0 on Sept. 17 to approve a conditional use permit and a public convenience/necessity determination allowing the 7‑Eleven convenience store at 4488 North Perris Boulevard to change its off‑sale alcohol license from type 20 (beer and wine) to type 21 (general off‑sale, including distilled spirits).

Planner Monica Carranza told the commission the store has operated since 2023 and currently holds a type 20 license; the applicant told staff it will surrender the existing license and upgrade to a type 21 at the same location so the total number of off‑sale licenses in the census tract will not increase. Staff confirmed the proposed upgrade complies with Perris Municipal Code separation standards and that the Alcoholic Beverage Control (ABC) census-tract cap and local distance rules were met in this case. The convenience store proposed to keep distilled spirits behind the counter in a locked area and the store uses ID‑verification and point‑of‑sale safeguards to prevent underage sales.

No members of the public registered opposition. Staff and the applicant noted security measures (video cameras with an IP link to allow law enforcement access, cashier point‑of‑sale ID checks, drop safes and internal compliance checks). The commission approved the conditional use permit and the public convenience/necessity determination subject to the conditions in the staff report.

Ending: The store’s liquor license change will be processed with Alcoholic Beverage Control after the city’s approvals are filed; staff noted the approval does not increase the total number of licenses in the tract because the applicant will surrender its existing type 20 license when the upgrade is issued.
