Baldwin Park updates San Gabriel River Greenway construction; stairs poured, October completion targeted

Daniel Padilla, Baldwin Park director of public works, told the City Council on Sept. 17 that construction of the San Gabriel River Greenway is advancing and that "the stairs were poured yesterday." The project is installing stairs, irrigation, lighting, security cameras, a drinking fountain, a bike path connection and decorative fencing and gates.
The presentation said the original contract amount was about $1,900,000 and that the council approved a $130,000 change order for escalation. Padilla said the contract also included a time-and-materials force-account change order tied to importing fill material and extra concrete work. "The original contract provided for 90 working days," he said, and as of a few days before the meeting there were about 25 working days remaining; working days were set to expire around Oct. 21, with a target completion date of Oct. 31.
Padilla described remaining work as the concrete path pour, handrails at the stairs, drainage features including valley gutters and trench drains, drip irrigation installation, plantings, and the decorative gate and fencing. He traced some earlier delays to the project being advertised for bid before permits were obtained from Los Angeles County and the U.S. Army Corps of Engineers.
Council members sought clarity on budget and timing. Council member Ayala asked whether the $130,000 change order was additional to the $1.93 million original contract; Padilla replied it was an addition and that the total “exceeds the 1.93” but remains within the contingency set aside for the project. When asked about public access and a grand opening, Padilla said staff had discussed an early-November opening but had not confirmed a date.
The council complimented public works staff for stepping into an inherited project and coordinating work with the contractor. No formal votes or contract actions were taken at the Sept. 17 special meeting; the presentation was informational.
Remaining clarifications the council requested included final confirmation of the grand-opening date and verification of landscaping and irrigation punch-list items before opening to the public.
