Fresno planning staff proposes moving planning commission document deadline to 4 p.m.; vote set for next meeting

City planning staff on Wednesday presented a first-reading change to the Planning Commission rules that would move the deadline for submission of documents for commission consideration from "24 hours prior to the commencement of the commission meeting" to 4:00 p.m. the day before the meeting. The commission heard the proposal but did not vote; staff said the item will return for a vote at the next scheduled meeting.

Ashley Atkinson, assistant director for planning and development, told the commission the change is a narrow scheduling adjustment intended to give staff more time to process late submissions into the public record. "The current deadline is 24 hours prior to the commencement of the commission meeting ... we are proposing to change that to 4:00PM on the day prior to the commencement of the commission meeting," Atkinson said.

Atkinson said the clerk’s office typically closes at 5 p.m. and documents submitted at the last minute—after 5 p.m.—have been missed or processed only the following day, creating difficulties for inclusion in the official meeting record. Commissioners asked whether 4 p.m. provides enough lead time; Atkinson replied staff constantly monitors the submission inbox and believes 4 p.m. gives adequate time to catch items that arrive the day before the meeting.

The item was presented as a first reading only; Atkinson and Chair Vang confirmed there will be no vote tonight and the commission will consider the ordinance change at the next meeting. No members of the public testified on the item during the public hearing portion.

Earlier in the meeting the commission approved the evening’s agenda. Commissioner Diaz moved to adopt the agenda; Commissioner Dade seconded and the motion passed unanimously.

The proposal would amend the commission’s rules and regulations (Article 4, page 9 of the supporting materials) to alter the submission cutoff. Staff recommended the change as an operational improvement to ensure timely processing and inclusion of materials in meeting packets. Commissioners and staff emphasized the change affects only the timing (moving the cutoff a couple of hours earlier) and not the substantive rules about what materials may be submitted or how testimony will be handled.

The commission did not take a final vote on the rule amendment during the meeting. The item will return at the next regularly scheduled Planning Commission meeting for formal action.
