The Lancaster City Planning Commission on a 6-0 vote approved Tentative Parcel Map (TPM) 24-001, Map No. 84417, to subdivide roughly 2.9 acres into two multifamily-zoned parcels.
City staff described the proposal as a subdivision into two parcels, each approximately 54,000 square feet, located north of Avenue L and east of 207th Street West (site access to be provided from Avenue K‑14). The property is zoned for medium-density residential uses; no specific development plans (for example, apartments or condominiums) were submitted with the map. Staff told the commission the map was found to comply with the Lancaster Municipal Code and the Subdivision Map Act and that the project is categorically exempt from CEQA under Class 15 (minor land divisions).
During public comment Kathy Yorkin (a nearby resident) asked whether future development would be apartments or condominiums and raised concerns about local traffic and a gap in a barrier that she said has allowed vehicles to cut through a dirt road near her driveway. Staff responded that the parcel map approval considers only the land division; development proposals would be reviewed separately and could be subject to staff-level approvals or a conditional use permit and would include traffic review by the city traffic engineer. Staff also noted many tentative maps do not proceed immediately to development and observed that, given the site's proximity to a major street, denser residential development would be likely though not proposed now.
A motion to adopt Resolution No. 25-15 approving TPM 24-001 and finding the project CEQA-exempt carried 6-0 with one absence. The resolution approves the parcel map; any future development on the parcels will require separate review and applicable approvals.
