Commission asks staff to draft updates to planning commission rules on conduct and communications

The Planning Commission on Sept. 10 voted unanimously to ask staff to draft an update to the commission’s rules to address code of conduct topics including administrative procedures, communication protocols and conflict-of-interest standards.
Staff said the City Council directed staff at its May 20, 2025 meeting to work with boards and commissions to develop rules addressing those matters and provided city resources, including the council policies and procedures manual and City Council policy CP-09-04 (ethics and anti-fraud), as models. The staff report recommended that the commission direct staff to prepare draft updates for review.
Staff told commissioners that any draft would be prepared in consultation with the city attorney and city clerk to ensure compliance with law and council direction, and that training could be provided to commissioners as part of the process. Commissioner Thomas moved to approve the staff recommendation and Commissioner Marshall seconded; the motion passed unanimously.
Staff said the draft rules would be returned for commission review and then routed to the city council for final action as directed by the council's May 20 action.
