Staff presented a study comparing two approaches to reduce horn noise and risk at grade crossings: 4‑quadrant gate systems (required for a full quiet zone under FRA methodologies in many cases), and wayside (directional) horns that aim to reduce the audible footprint by emitting horn sounds only at the crossing approach. Staff said both approaches require multiagency reviews and approvals and that project implementation typically takes multiple years because agreements with Caltrain and other agencies, design reviews and procurement are required.
