Victorville adds 5% contingency to Greentree library project, authorizes $1.293 million in change orders

The Victorville City Council on Sept. 16, 2025 voted unanimously to increase the contingency for the Greentree library renovation and expansion project (Project JM 24-051) from 10% to 15%, representing an additional $431,050. The council also authorized the city manager or designee to execute change orders up to a cumulative total of $1,293,150 reflecting the 15% contingency.
Staff said the city was awarded a $9,000,000 grant from the California State Library to construct the new library and that the construction contract was awarded in March 2024 to renovate and expand the Greentree Golf Course facility by about 5,100 square feet. Staff reported the project is on schedule for physical completion in October with interior outfitting to follow and a targeted grand opening in early January.
Project managers told the council they have identified roughly $1,200,000 of grant-eligible improvements that remain unspent and want to use available grant funds to add eligible work. Staff said the original procurement was conservative because of earlier construction cost uncertainty; because costs stabilized, the additional contingency provides flexibility to add scope that aligns with grant requirements.
Several council members expressed excitement about the project's near-completion and the community benefits of the new library space. The council voted 5-0: Councilmember Godin, Councilmember Irving, Councilmember Jones, Mayor Pro Tem Bob Harriman and Mayor Liz Becerra all voted yes.
Staff listed the building official (Joe Slegers) as the author and identified Eddie Gleason, facilities manager, as available for questions. The council authorized the contingency increase and the change-order authority during the meeting.
