Planning commission continues Desert Sky Plaza expansion item to Oct. 8 to study CFD annexation

The Planning Commission on Sept. 10 continued consideration of a proposed expansion to Desert Sky Plaza to the commission's Oct. 8 meeting at the applicant's request.

Staff described the project as a multi-tenant commercial retail center on an undeveloped 30-acre site within the Civic Center commercial area, anchored by Home Depot. The expansion would add 11 buildings totaling about 311,000 square feet, including a roughly 148,000-square-foot Target store, three restaurants with drive-throughs, a car wash, a bank with drive-through, four pad buildings and a fuel station with a convenience store. Staff said the application included a site plan and conditional use permits for the car wash, fuel station and off-site alcohol sales, and an addendum to a previously certified EIR.

Staff said the applicant requested a continuance so the development team and tenants could better evaluate conditions of approval related to annexation into the city’s community facilities district (CFD). Greg Kwan of RY Properties, speaking for the applicant, told the commission the team needed additional time "to work with our tenants on the CFD issue so they can better understand it." Staff supported the request.

Chair Kurth moved to continue the item to Oct. 8, 2025; Commissioner Thomas seconded. The motion passed unanimously on roll call.

Staff and the applicant will return on Oct. 8 with the public hearing left open and with additional information about the CFD annexation implications for tenants and proposed conditions of approval.
