Victorville planning commission approves church at 15518 Village Drive

The Victorville City Planning Commission on Sept. 10 unanimously approved a site plan and conditional use permit to allow construction of a church on two vacant parcels at 15518 Village Drive.
Staff told the commission the project would occupy approximately 29,000 square feet and include a 3,664-square-foot building with a small assembly area, one classroom and an office, plus on- and off-site improvements. "This will include the construction of the church, parking lot area, landscaping, site lighting, and driveways," staff said during the presentation.
The project requires a minimum of 29 parking spaces; staff said the proposal provides 33 spaces, a surplus of four. Staff also recommended conditioning approval on a merger of the two parcels into a single lot because the church would occupy both parcels.
Associate planner Mia Morgan is listed as the author of the staff report; the item was presented to the commission by a staff presenter during the meeting. Michael Bates, representing the property owner, said the applicant "is definitely in agreement with staff's recommendation" and described the project as a fit with the general plan.
Staff recommended the commission find the project categorically exempt under California Environmental Quality Act (CEQA) section 15332 and to adopt Resolution No. PD-25-022 (conditional use permit) and Resolution No. PD-25-023 (site plan) subject to the conditions of approval in the staff report.
Commissioner Marsh moved to adopt staff recommendations on the item; Commissioner Thomas seconded. A roll call vote recorded affirmative votes from Commissioner Marsh, Commissioner Marshall, Commissioner Thomas, Vice Chair Messon and Chair Kurth. The motion passed unanimously.
The approvals allow the applicant to proceed toward building plan submittal and the required parcel merger. The staff report and resolutions list required landscaping, site lighting and architectural treatments as conditions; staff said the proposal meets the C-1 (Commercial Neighborhood Service) standards in Title 16 of the development code as conditioned.
The commission closed the public hearing after two public supporters spoke in favor: Michael Bates, representing the property owner, and a resident identified as Tee, who said he and others had worked for years to build the church.
Next procedural steps include recordation of the required lot merger, compliance with the conditions of approval and permit issuance through the city’s building and permitting process.
