City flags large water utility projects, signals upcoming rate review

Officials noted the utilities have low long-term debt and are close to being debt-free, but will likely use leverage for larger capital projects as longer-term debts roll off.
Council members asked whether current state work on North Wayne Street would affect city water projects; staff said the city is budgeting its own funds for the water main replacement and is coordinating timing with the state letting to avoid duplicate excavation.
