Council authorizes Porterville to join Strathmore wastewater feasibility study after expanding scope

Staff reported Provost & Pritchard Consulting Group, on behalf of Self-Help Enterprises and the State Water Resources Control Board, asked Porterville to join a study that will examine wastewater treatment and disposal alternatives, including the technical and financial feasibility of a regional facility that could use Porterville’s treatment plant. Staff emphasized that participation in the study is evaluative only and would not obligate Porterville to accept consolidation or expand service without further council action.
Council members raised concerns about capacity, noting Porterville’s wastewater plant cannot absorb unlimited new customers without infrastructure upgrades, and cited prior local experiences where state funding shifts left local agencies with unmet commitments. Several councilmembers said a regional approach could be sensible if more partners come to the table and funding commitments are firm.
Vice Mayor McCurvey moved to participate in the study on the condition that the scope include Terra Bella; the motion was seconded and carried (record noted as 4 in favor, 1 abstention). Staff will confirm availability and timelines with the consultant; a draft report is expected in the coming months with a final report later this calendar year.
