Staff noted North Wayne has aging water mains, including sections installed in the 1970s, and the planned work is intended to replace those lines while the street is reconstructed. Council sought clarity on whether the center turn lane would be removed; staff said travel lanes will be narrowed (about one foot narrower) but not eliminated. The city will invoice its share of engineering at state letting, and staff said they have been carrying budgeted funds until invoiced.
