Angola City staff reviewed the proposed 2026 budget at a public meeting, saying a public hearing will be held Oct. 6 and a final adoption is planned Oct. 20. Mayor and finance staff emphasized the plan is “conservative” and intended to preserve reserves while funding key capital projects.
City staff said the general fund is forecast to increase 2.2% while operating funds overall show a 4.8% decrease. Capital spending across funds is projected to fall from about $6.5 million to roughly $5.0 million, a decline of about 22.5%. The water utility budget shows a 73.1% increase tied to aging infrastructure and planned replacements.
Staff told council members they are working with Baker Tilly for a “holistic look” at the city’s finances and to model impacts from recent state legislation and local funding changes. Officials also noted they will revisit utility rates in light of capital needs and Baker Tilly’s forthcoming recommendations.
Council members asked questions across departments during the review; staff repeatedly noted capital projects produce the largest year-to-year budget fluctuations. The council was reminded to attend the October meetings because a quorum will be required to move the budget through adoption.
