The amendment removes zone‑specific sign standards in favor of consistent citywide requirements, limits permit requirements to signs that trigger a building permit under the California Building Code, and removes subjective “aesthetic design” criteria while retaining public‑safety provisions related to visibility and traffic circulation.
Staff’s environmental coordinator determined the change to be exempt from CEQA under Guideline section 15061(b)(3), noting the amendment is administrative and unlikely to result in physical environmental change.
A single public commenter urged the council to retain stricter aesthetic controls to preserve downtown character; several council members said they understood those concerns but supported the streamlined approach and noted the council can reintroduce specific standards later if necessary.
The council approved the ordinance on first reading and directed staff to print and publish the ordinance for final adoption. The motion passed 5‑0.
