The City Council approved a minor general plan amendment and ordinance to increase the maximum residential density in the RM‑3 high‑density zone from 30 to 30.5 units per acre.
City staff explained the change as a narrow, technical adjustment intended to help the city meet no‑net‑loss requirements under recent state housing laws (citing SB 330, SB 8 and SB 9) and facilitate modest infill development. Planning staff said the increase is small but would enable roughly 90 additional potential housing units across the city if fully realized.
Staff reported that the change was reviewed as an addendum to the Porterville 2030 General Plan Environmental Impact Report (originally certified in February 2008). An environmental consultant concluded the density change would not create new or more severe environmental impacts and no subsequent EIR was required.
Council discussed the geographic distribution of high‑density zoning and said the next general plan update should consider more even dispersion of higher‑density areas across the city. Council corrected a typographical error in the draft resolution before voting.
The council opened and closed the continued public hearing with no public speakers on the item. The motion to adopt the addendum and approve the first reading of the implementing ordinance passed 5‑0. Staff will prepare the ordinance for final reading and publication.
