Board hears plan for exclusionary drug formulary and cannabis guidance from advisory committee

The California Board of Naturopathic Medicine received an update Aug. 20 from its Drug Formulary Advisory Committee, which recommended developing an exclusionary formulary that lists prohibited drug classes rather than an inclusionary list of allowed drugs.
Board member Mina Yoon reported the committee met May 5 and included an ND, an osteopathic physician and a pharmacist consultant, Dr. Peter Koshland. “We discussed creating an exclusionary formulary, as opposed to the inclusionary formulary, because it, we'd be able to more clearly define prohibited drug classes,” Yoon said.
The committee argued an exclusionary approach gives the board greater clarity and flexibility while maintaining patient safety. Committee members planned to gather formulary and statute examples from other states, consult an ND with expertise in CBD/THC regulation, compile enforcement data, and reconvene to draft a proposed exclusionary list.
The committee also discussed cannabis-related compounds and whether CBD products require explicit regulation. Yoon and other members noted CBD is widely available over the counter in California and that the board receives periodic licensee inquiries about the permissibility of CBD recommendations; Koshland and other committee members will help craft language clarifying that status.
No motion or formal action was taken; committee members said they will bring draft wording back to the full board when ready.
