Valley County opens paving bids, approves BST contract up to $300,000 pending review; multiple personnel agreements approved

During the Road and Bridge portion of the meeting, Valley County commissioners opened bids for the 2025 West Roseberry Road paving project, heard multiple offers for a BST application, and approved a motion to accept a bid for the BST work with conditions.
County staff opened three offers for the West Roseberry Road project and noted substantial differences in addenda and completion dates. One bidder, Staker and Parsons (doing business as Idaho Materials and Construction), submitted bids identified under addenda that included a complete-project price of $1,164,000 to finish in the current season and $901,500 to finish by Oct. 31, 2026; an alternate figure of $418,840 also appeared tied to a 2026 schedule in the record. Valley Paving submitted two bids: $349,432 for completion this year and $387,932 for completion by Oct. 31, 2026.
Commissioner Caldwell announced a recusal from the West Roseberry matter because a family member may bid on the project; commissioners agreed bids would be forwarded to Parametrics for review and that final approval would be scheduled at a later meeting (referred to in the record as the "20 fourth"). No final award for West Roseberry was made at this meeting.
The board also opened one bid for a BST application from American Road Maintenance of Tucson, Arizona. American Road Maintenance offered two schedules: $302,000 for work completed by Oct. 31 in the current year and $229,000 for completion by Oct. 31, 2026. Commissioners debated timing and whether to do the work this year or wait until spring, given mobilization and contractor schedules.
A motion was made and seconded to approve the American Road Maintenance bid at $229,000 for completion prior to Oct. 31, 2026, with language later amended to authorize the county engineer and Parametrics to review the contract and to expand available funding up to $300,000 if needed. The amended motion was moved, seconded and approved unanimously.
