Valley County approves RFPs for jail boiler replacement and landscape maintenance

Facilities staff presented a plan to package landscape maintenance by parcel, allowing the county to call contractors to perform work on an as-needed, per-parcel basis rather than paying a blanket contract for all sites. The proposal includes optional hourly pricing for snow removal to supplement the road department when severe weather exceeds county staffing capacity.
The landscape maintenance scope as discussed would include the annex, fairgrounds and other county parcels; staff specifically noted Lake Fork was not included in routine landscape upkeep. The presentation emphasized using local contractors for pruning, tree work and targeted maintenance.
On a motion and second, the board approved going out to RFP for the boiler replacement and separately approved the request to solicit landscape maintenance proposals. Board members clarified the action was to publish RFPs and receive proposals, not to sign contracts at the meeting.
Why it matters: Staff framed the RFPs as a way to free up internal facilities staff to focus on mechanical and interior building maintenance while outsourcing labor- and time-intensive landscaping tasks. The snow-removal hourly-rate option is intended to provide surge capacity for large storms.
