Valley County reports RFPs published, transfer site work underway; senior center MOU questions remain

Valley County leaders reported progress on multiple facilities projects and procurement steps during a buildings and grounds update on Sept. 10.
County Chairman (identified only by title) said two requests for proposals will be published and opened Oct. 1: one for replacement of a boiler and a second for landscape maintenance and snow removal. “We have 2 request for proposals being published in the paper. Will be opened in the October 1, for the replacement of the boiler up there, and then we have 1 for a landscape maintenance and snow removal,” the chairman said. Staff said the RFP documents have completed legal review but that formal commissioner approval of the RFPs was still scheduled for the next meeting.
The update also covered ongoing construction at the county transfer site. A county staff member described site work including preparation of the tipping floor and placement of electrical systems, erection of steel canopies over the Z-walls, and forthcoming concrete pours around sonotubes and entrance footers. “They’re prepping the tipping floor for final grade and, getting electrical on that. They’re erecting the steel for the canopies over the, z walls, and then they’re gonna be pouring concrete around those,” staff said. Staff added that scale pits would be dug and prepared next week for concrete placement.
On procurement for propane, staff said a propane pricing bid is currently with Valleywide and will be returned for placement on a future agenda for signing.
Staff described seasonal building preparations at the fairgrounds, saying the county will begin winterizing systems and turning heaters on in riser rooms as temperatures drop. The county noted routine maintenance and claims procedures remain under review and staff training is being finalized.
County staff raised questions about a memorandum of understanding with the senior center, saying parts of the MOU need clearer language about which party is responsible for what work and what constitutes tenant improvements. “If it’s TI, tenant improvements is normally anything inside the building per se. I mean, we’re in charge of the building envelope and the mechanicals inside,” a staff member said, adding that work such as putting up interior walls would be the tenant’s responsibility. The county also noted volunteer painting work at the senior center had been donated by a community member identified in the meeting as Vanderburgh.
Discussion touched on site-specific items: staff said a fence and playground equipment had been installed at an unspecified site and that a nearby church’s occupancy extends through November. Horse Thief area residents, staff said, have requested a local transfer station similar to those at Yellow Pine and Warm Lake; staff reported they are working with Parks and Recreation and that taking over campground management could make a transfer station more feasible.
Staff clarified next steps and timing for approvals. One staff speaker said the RFPs were scheduled for commissioner signature at a meeting the following day, while another noted there was nothing to sign until bids are returned and opened.
