Bannock County commissioners on Thursday approved a package of routine and project-specific motions covering memorial placement, records disposal, procurement steps, holiday designation and intergovernmental agreements.
Key actions taken
- Memorial bench at Portnoy Wellness Complex: The board granted permission for Tammy and Stephanie Harmon to work with county maintenance staff (Scott) to identify a location for a memorial bench and coordinated planting or tree donations if feasible. Commissioners asked that Scott coordinate placement to avoid conflicts with mowing and irrigation; a motion to proceed passed by voice vote.
- Tax-exemption cancellation (assessor): The board approved a cancellation related to a homeowner exemption removal presented by Bennett County assessor Anita Hyman; the motion passed by voice vote.
- Juvenile facility property and records disposal: Matt Olsen (juvenile justice) asked for permission to dispose of stored property and certain probation/diversion records that are beyond retention requirements. The board approved disposal and noted similar requests will return in waves as staff clear the old jail storage.
- Juvenile pass-through agreement (juvenile accountability block grant): Staff sought and the board approved signature on a pass-through recipient agreement with the state Department of Juvenile Corrections that provides juvenile justice funding used to support county criminal-justice staff. Matt Olsen said the funds currently support three criminal-justice staff; the agreement was approved and will be executed.
- Landfill entrance construction bids: Procurement staff reported six bids and recommended eliminating two bidders for incompleteness: Sloan Security Group (no completed bid form and no Public Works license) and RS Jabber (left a required line item blank for barrier gate unit pricing). The commission voted to eliminate those two bids; procurement will request additional documentation from the apparent low bidder and anticipate returning with a recommended award.
- Janitorial contract: The board approved a contract with Boatman and Sons Cleaning for janitorial services; staff will implement transition plans with an October 1 start date.
- Road salt bids: Two sealed bids were received for winter road salt delivery: Compass Minerals of America and Specialty Construction Supply. The bid amounts read into the record were (delivery per ton) Compass Minerals $48.48 (no-delivery price $35) and Specialty Construction Supply $46.29 (no-delivery price $32). The commission accepted the bids for legal review and compliance before award.
- Gate City Coffee / Bannock County history books: County staff (Christy Davenport) reported there are about 120 boxes of county history books remaining. Commissioners authorized staff to pursue a controlled consignment option with Gate City Coffee, with internal controls to track inventory and receipts.
- RFQ and master plan direction: The commission approved issuing an RFQ to solicit qualifications for a master plan and feasibility work for the wellness complex and event facilities (see separate article).
- Juneteenth holiday: Commissioners voted to add Juneteenth to the county holiday schedule and directed updates to the personnel policy and payroll so the holiday is designated next year.
- Law enforcement agreement with South County cities: The board approved continuing the sheriff’s contract patrols in South County municipalities at an updated rate of $42.89 per hour.
- Claims agenda and travel mileage: The board approved the claims agenda. As part of claims, staff noted one-time mileage requested for an employee who drove to a conference in Houston and requested one-way mileage reimbursement; commissioners approved the request.
Votes and procedure
Most votes were taken by voice with "aye" recorded and no recorded dissent. Where bids or contracts require further legal review or documentation procurement staff will return with formal award recommendations.
Ending: The board recessed to visit the landfill at 11:00 a.m. for a flood-plain discussion; several procurement matters will return for formal award once compliance checks and documentation are complete.
