Bannock County public-works staff updated the board on a range of infrastructure and maintenance matters, asking for guidance on paving short service roads at the Youth Development Center, confirming fuel-site redundancy, and flagging safety and equipment needs at Fairgrounds Road and other county locations.
Dan Kendall, facilities director, requested two short service roads—one on either side of the new Youth Development Center (YDC) building—to control dust on an adjacent dirt lane and to improve maintenance access where new transformers and equipment are located. Kendall said the YDC project appears to be under budget and suggested Road & Bridge could add short paved service roads tying to Fairgrounds Road; he asked commissioners to authorize Road & Bridge to perform the work if it is statutorily appropriate.
Public Works Director Kyle Brewster reported the county’s updated fuel system now provides four fueling locations countywide, with two reserved for specific departments (landfill and event center) and two available to all users (Pocatello and McCallum). Brewster said the system can be adjusted to provide redundancy for emergency vehicles if a main site fails and that changes to card access could be made quickly.
On backup power and generators, staff said the county has several generators (including two large units obtained from a hospital) but noted cost and operational tradeoffs; Brewster said staff are evaluating which units to retain, which might be repurposed to other government entities, and whether additional purchases or grant funding is warranted.
Brewster outlined planned safety improvements near Fairgrounds Road: pavement, a pedestrian crosswalk, and a bike/walk path to improve pedestrian safety during events. He said paving work will proceed as contractor and budget timelines allow.
The county also reported intermittent internet and cellular coverage problems at the event center and fairgrounds since fiber was installed; staff said the county will follow up with vendors and the contractor to make the fiber and in-building Wi-Fi or router solutions usable.
Public Works flagged a traffic-signal component failure at the Seminary/school-area intersection: staff said an internal panel update (replacement components) would restore the signal for an estimated $8,800; a full replacement or other higher-end options could cost about $10,000 per unit and incur additional maintenance responsibilities.
On drainage and culvert issues after flash flooding in some subdivisions, Brewster said several culverts installed as 12-inch pipes will be replaced with larger pipes (18-inch or larger) to meet county standards and to reduce erosion. He also discussed bridge and right-of-way questions related to reservation roads and interagency coordination with neighboring counties and Fort Hall representatives.
The board asked staff to develop cost estimates and scope-of-work proposals where needed and to coordinate with partners on right-of-way and reservation-road issues.
