Commission approves rezoning for final Abe’s Landing phase with impervious-coverage condition

The Granbury Planning and Zoning Commission on Sept. 8 approved a rezoning request from Interim Holding (IH) to a Planned Development (PD) for single-family R-7 at 3306 Weatherford Highway, the final phase of the Abe’s Landing subdivision. The 37-acre project is proposed to create 105 residential lots and one homeowners association lot; the commission’s approval included a condition that impervious coverage remain at 60% of lot area maximum.
The change was requested by Christopher Blevins and presented to the commission by city planning staff. City staff said it mailed 21 notices to property owners within 200 feet and published notice in the Hood County News as required by state law; staff recommended approval and reported no letters for or against the request. The applicant submitted a site plan and requested PD variances including 5-foot side setbacks per side (10 feet combined), 50% maximum building coverage and 52% maximum impervious coverage.
Commissioner Hayes raised concerns about the proposed reduction in allowable impervious coverage, saying, “This concerns me greatly because if you do build a house at 50% of the size of the lot, there's not enough impervious coverage left for a driveway for the house or a sidewalk.” Chad Walls of Baird Hampton Brown Engineering, speaking for the applicant, said the reduced impervious percentage was intended to accommodate a larger building pad and to match other planned developments in Abe’s Landing: “Well, the, the decrease was to accommodate the increase in the building pad and to be consistent with the other planned developments in Abe’s landing. So, so this development matches the other PDs and Abe Landing.”
After discussion, Commissioner Hayes moved to approve the zoning change with an added condition that impervious coverage remain at the default 60% called for in the city’s zoning code; Commissioner Ward seconded. The motion passed unanimously.
Staff materials submitted for the hearing describe the proposal as the final residential phase of Abe’s Landing and note the proposed PD would be similar to existing PDs in the subdivision. The application includes variance requests for reduced side setbacks and increased building coverage; the commission’s approval leaves the impervious-coverage standard at 60% rather than the applicant’s requested 52%.
With the commission action, the rezoning will be forwarded per city procedures for any additional administrative steps required before development permits may be issued. The applicant and staff discussed whether other PDs in Abe’s Landing had previously reduced impervious coverage; staff indicated that question may require review of previous PDs and ordinances. No members of the public spoke during the hearing.
