Berkeley County board approves multiple capital contracts, accepts personnel recommendations

BERKELEY COUNTY, S.C. — The Berkeley County Board of Education on Sept. 15 approved a slate of capital and facilities contracts from the district's Capital Planning Committee and voted to accept personnel recommendations discussed in executive session.

The board approved procurement awards for roofing consultants, mobile-classroom relocation and multiple facilities supply contracts and approved a change order for roof design work at Sangaree Elementary School. The board also voted to accept personnel recommendations the administration presented in executive session; one board member recused from that vote.

On capital projects, the board approved awarding RFQ 73725-26 for roofing consulting services: Building Envelope Enclosure Group will perform work at Whitesville Elementary for $72,970 and WM Building Envelope Consultants will perform work at Westview Middle School for $100,000. The awards are effective Sept. 21, 2025, contingent upon the expiration of the protest period; the board recorded a 4-1-1 vote with one recusal on that item.

The board approved a best-value award (BVB739.2526) for mobile-classroom relocation and set-up services to Mobile Modular Management Corporation at $376,188 per 140-by-65-foot unit. District staff said the work will be performed after the school year ends in June; staff reported a total of six units exist, with two planned for Goose Creek High School and three planned for Berkeley High School. The board approved that award 6-0.

The board approved RFP 74025-26 for asphalt repair, seal coating and striping (lots A, B and C) with an initial estimated first-year value of $340,000 and a five-year estimate of $1,700,000. The recommendation named Superior Blacktop Services LLC and AAA Stripe A Lot LLC as awardees. The board recorded a 6-0 vote.

The board approved IFB 7412526 for electrical supplies for the facilities warehouse, awarding to Graybar Electrical Company with an estimated first-year value of $305,000 and an estimated five-year value of $1,525,000; that vote was 6-0. The board approved IFB 7422526 for plumbing supplies for the facilities warehouse, awarding to Gateway Supply LLC with an estimated first-year value of $201,415 and an estimated five-year value of $1,007,075; that vote was 6-0.

Separately, the board approved a requested change order on RFQ 7152425 for roof design services at Sangaree Elementary School. The board approved a $17,500 design fee to WM Building Consultants, bringing that contract's total to $127,500. Board discussion during the Capital Planning presentation said the district is expanding the scope to address a metal roof and canopy while the primary roof replacement nears completion; the vote on this item was 4-1 with one recusal.

On personnel, the board moved to accept the administration's personnel recommendations discussed in executive session. The motion was made by Ms. Angelina Davenport and seconded by Mr. Borden; the board recorded the vote as 5 yes, 0 no and 1 recusal (Mr. Baker).

Board members and staff discussed scope, cost and scheduling during committee presentations and at the full board. District staff explained that the Sangaree change order stems from an expanded scope to address a metal roof and canopy while construction is underway and noted funds would come from savings on the existing roof project. On the mobile-classroom item staff described a single unit as containing eight classrooms, three offices, three restrooms and a teacher workroom; that scope was cited as part of the reason for the per-unit cost.

No statutes or external grant conditions were cited as legal requirements for the awards. Several awards were described as subject to the expiration of a protest period or routine procurement procedures.
