Residents urge review of aide outsourcing and support-staff pay; bus-route change, student parking draw local comment

Sept. 15 — Several members of the public used the district's public-comment periods at the Conewago Valley School District board meeting to raise questions about ongoing regional planning and district personnel decisions.
Ryan Fox of Hamilton Township asked about the Adams County Technical Institute (ACTI) land purchase and building project mentioned in the finance packet. Dr. Perry responded that the joint operating committee is reviewing options and "it's moving through a process"; he said the committee had narrowed potential options to two parcels but that both presented challenges and that the superintendents would re-review the list and report back.
Bruce Westbury, a New Oxford resident, urged the district to examine the financial results of outsourcing classroom aides and to revisit support-staff pay. "I think the feeling I'm getting is they're kind of underrated and underappreciated," Westbury said of support staff. He asked whether the district had seen savings from the outsourcing and requested future agenda items or studies on support-staff compensation.
Dr. Perry said the board had authorized a support-staff pay study in 2023 and that the district reviews such work on roughly a five-year cycle. "We are still within what that study from 2 years ago said," he said, adding that the district watches local competition for employees and has made efforts to close identified gaps.
Student commenter Tyler Ryan asked why students are no longer allowed to park in the front lot at the high school. An administrator explained the lot is being kept available for families and visitors during district events, preschool sessions and assemblies so there is space for guests when activities bring people to campus.
Public reaction to a recent bus-route reduction was positive, according to a commenter who said parents and crossing guards reported improved safety and convenience after the change.
Why it matters: outsourcing aides, support-staff compensation and transportation routing affect day-to-day operations and student experience. The public asked the board to follow up with concrete financial metrics and possible agenda items to study support-staff pay and outsourcing outcomes.
What the board said: Dr. Perry and other administrators acknowledged the comments and said they would follow up with more information as it becomes available. The 2023 support-staff compensation study was cited as the most recent comprehensive review of pay and benefits for noninstructional staff.
