Conewago Valley SD superintendent updates New Oxford Elementary, CTE renovations and ACTI expansion study

He said New Oxford Elementary design professionals recently met with teachers to gather feedback on the building model and that design firm Crabtree Warba presented high-level site plans.
Dr. Perry said the proposed New Oxford Elementary site spans two municipalities: "The actual school would be in the borough, and then the rest of the property, with the playground and some of the hardscaping in the back, would be in Oxford Township," he said, adding that stormwater flow on the property requires approvals from both local governments.
He also described the district's participation in regional discussions about the Adams County Technical Institute (ACTI). In response to a public question, Dr. Perry said the joint operating committee has "narrowed" options and that there are "down to 2 pieces" under consideration, each presenting challenges that would need mitigation. He told the public the superintendents and business managers will reconvene this Thursday to discuss feasibility and guardrails, with a goal of sharing more information publicly in October.
On the Adams County Technical Institute question raised during public comment, Dr. Perry said, "It's moving through a process ... there is potential to go back to the drawing board" and confirmed administrative oversight: "The joint operating committee ... has hired me as the superintendent of record for a period of 2 years." He also confirmed that bond modeling in the public materials is based on a 6% cap when asked about financing assumptions.
