District presents FY26 maintenance and FY27 capital plan; Easton Middle School roof tops state request list

Mister Schafer, who presented the documents, said the district’s building portfolio has an estimated replacement value of about $350 million. Using the state’s industry benchmarks (roughly 3% of replacement value for maintenance and 1% for operations), Schafer said the ideal combined annual budget would be about $14 million, roughly double the district’s current combined funding levels.
CIP priorities and request: The district submitted a priority request for Easton Middle School roof replacement. The budget estimate on the district’s summary lists a total cost of $4,095,000, with an estimated state share of $1,950,000 and a local share of $2,145,000. Schafer said the estimate came from a recent contractor review and that roof work can be planned and funded in the same year for replacement projects.
Why it matters: Board members asked whether the state imposes penalties for failing to fund maintenance to industry standards; Schafer said there are no penalties but that the state’s figures serve as a basis for requesting funds during the budget process. He also told members that prolonged higher funding would require additional staffing to manage procurement and projects.
Other items: The capital plan also lists later priorities, including Easton High School HVAC replacement (FY28 in the plan) and other system replacements at White Marsh and Easton Middle School in later years. Schafer said Easton High School rooftop HVAC remains near the end of its life and that the district would request emergency funding or use fund balance if a unit failed before a planned replacement.
