West Chester Area School District committee approves broad set of policy updates, retires several administrative guidelines

WEST CHESTER, Pa. The West Chester Area School District Policy Review Committee on Sept. 15, 2025, approved revisions to multiple district policies and administrative guidelines to reflect state and federal requirements and to update language and formatting.

The approvals, taken by the three directors present, covered academic standards, federal fiscal compliance (including a whistleblower-protection provision), records-management wording, technology and communications policies, and housekeeping items such as energy and contracted-services language. Committee members also voted to retire at least one administrative guideline and postponed consideration of Policy 815.3 to permit staff review and redrafting.

The revisions respond to statutory and regulatory changes and to routine administrative housekeeping. Committee members and staff said the changes range from "wordsmithing" to required statutory updates and clarified responsibilities for implementation.

Most votes were procedural and unanimous. Committee members recorded approval by voice vote on the meeting motions after brief reviews by district staff. Several items required only formatting or editorial fixes; staff said they would incorporate those corrections before the full board meeting.

Key items discussed and approved include: - Policy 102 (Academic Standards): Staff said the policy reflects state statutory changes to subject-area standards; committee members noted a formatting/numbering issue (social studies vs. science/engineering) that staff will correct before the regular board meeting. - Policy 105 (Instructional Observances): The policy was updated to reflect two additional federal requirements that call for instruction or observances tied to Constitution Day, Citizenship Day, Harbor Day and Bill of Rights Week; staff described the change as implementing a federal requirement to plan observances. - Policy 626 (Federal Fiscal Compliance of Annual Grants): Revisions add a whistleblower-protection provision, steps for reporting suspected mismanagement of federal funds and language about retaliation reporting and response. - Section 800 and related administrative guidelines: The records-management policy was updated (wording and delineation of responsible parties) and the committee approved retirement of a sample litigation-hold administrative guideline that staff said duplicates law-firm templates. - Policies and AGs in the 815-series (technology and communications): The committee approved updates to the use-of-personal-technology policy (815.4), electronic-signature revisions (815.5), and several administrative forms tied to those policies; Policy 815.3, which combined staff and student rules, was pulled so staff can separate content into two distinct policies. - Policy 816 (Live Streaming), Policy 817 (Energy Management) and its AG, Policy 818 (Contracted Services) and its AG: All were approved, with the contracted-services policy amended to restore specific background-check language staff read into the record. - Policy 819 (Suicide Awareness, Prevention and Response): Revisions were approved; the committee also reviewed an updated administrative guideline that compiles phone numbers, text resources and district links. Staff said formatting and typographic issues remain in a small number of documents; where such issues were identified the committee approved the substantive changes with staff direction to correct the formatting.

The committee also heard updates to administrative guidelines including the district's retention schedule and procurement guidance for federal programs. Staff noted the retention schedule had been revised to reflect current legal retention requirements and interdepartmental checks.

The committee accepted the slate of changes by voice vote; directors present recorded approval by saying "aye." The committee set no new implementation timelines in the meeting record beyond staffcommitments to correct formatting and return pulled items at a later meeting.
