Albany council approves consent calendar and two personnel-related resolutions

The Albany City Council on Sept. 15 approved the consent calendar and adopted two personnel-related resolutions that update the management employee benefits booklet and the city’s salary schedule for fiscal year 2025–26.
Council voted unanimously on each item. The consent calendar was approved by a single motion and roll-call vote. Later the council adopted a resolution to amend provisions in the city’s Management and Confidential Employees Benefits Booklet to align longevity pay and uniform allowances with California regulations and to clarify previously approved benefits. The council also adopted an updated salary schedule that incorporates negotiated increases, a 3% cost-of-living adjustment and market equity adjustments effective in October.
The items had limited debate. City Manager and Human Resources staff said the benefit booklet edits were primarily technical and regulatory compliance updates, and that CalPERS requires a publicly available pay schedule when compensation changes. Staff told the council funding for the negotiated salary increases is accommodated within current budget projections and no additional appropriation was required.
Votes (roll call): • Consent calendar — motion carried 5–0 (Robin D. Lopez, Peggy McQuay, Hanson Romero, Jordan, Mickey = yes). • Resolution 2025-62 (management and confidential employee benefits booklet update) — adopted 5–0. • Resolution 2025-63 (updated salary schedule, FY25–26) — adopted 5–0.
No members of the public pulled items from the consent calendar for separate consideration. Staff said the redline and final versions of the benefits booklet were included in the meeting packet and that the benefit updates also included gender-pronoun updates.
The council took no other formal votes of record at the meeting’s conclusion.
