Commission approves Aug. 13 minutes; director outlines zoning amendment timeline and proposed planning education sessions

The City of Chester Planning Commission approved the minutes of its Aug. 13, 2025 meeting by voice vote at the start of the Sept. 10 meeting. The commission then heard the planning director's report, which covered administrative items and upcoming steps on a zoning amendment and training sessions.

Paul Fritz said two previously extended SALDO (Subdivision and Land Development Ordinance) review deadlines were extended to Nov. 12 for projects at 611–619 West Seventh Street and 3308 West Second Street and noted staff expects at least one project to return before November. He also said staff has prepared a zoning‑text amendment addressing headquarters for construction companies and trades contractors; Fritz said county review comments are outstanding and staff expects to ask the commission to act on the amendment at its Oct. 8 meeting before the ordinance proceeds to a public hearing and Council consideration.

Fritz said the city's capital planning department is willing to sponsor a series of in‑person municipal planning and zoning education sessions (three modules) offered by a state provider, and staff will circulate options to commissioners. The director also said the Planning Department has been more detailed in recent council resolutions to capture engineering, stormwater and financial security requirements prior to final approvals.

The commission was given the by‑rights report (administrative approvals) for informational purposes and no formal action beyond approving the minutes and the two agenda items above was taken.
