Several financial aid officers said award‑history functionality and file submission processes used to check prior TEOG/Texas Grant awards are failing. “We submit it, and we never ever get a response,” a campus director said, describing repeated attempts to upload files and receive confirmations. Other members said they still rely on manual confirmations from prior institutions when the electronic check fails.
THECB operations staff acknowledged the problem and said they would escalate it with technical teams; they encouraged institutions to use institution‑to‑institution confirmations where possible until award history services are fully reliable. THECB staff also reminded institutions that program participation agreements (PPAs) must be executed for an institution to receive state funding; unaudited or unsigned PPAs can block disbursements.
Other operational notes and near‑term deadlines THECB highlighted: - FAD cycle 3 (reconciliation and certified data submission) opens the week following the meeting and feeds the Financial Aid Report; institutions should submit reconciliations on the stated timeline. - Institutions may now request fiscal‑year 2026 funding in the agency’s grant/aid portal if their PPA is executed. - Good Neighbor program: institutions must report ineligible awardees by Oct. 15 so unfilled slots can be reallocated to the statewide eligible pool.
Committee members urged THECB to prioritize technical fixes for award history and to provide clearer guidance for transfer‑award verification while technical work proceeds. THECB staff said they will work with business‑improvement and technical teams and continue updates to the group.
