Port Jervis buildings and grounds reports progress on roofs, HBE renovation and Verizon tower; site work dispute at 209 campus

Middle School phases 2 and 3 are complete and site work at the 209 campus remains under scrutiny; Bosch said the district is withholding a portion of payment from the site contractor and conducting soil compaction testing to document deficiencies before releasing funds or pursuing the contractor’s bond.
He described roof work at the 209 campus and HBE that uses a liquid membrane applied in multiple coats (clean, primer, fabric reinforcement, white finish). Bosch said HBE ceilings and hallway walls were rebuilt so partition walls extend to roof decking to create smoke zones; those changes address fire inspection requirements and were discovered during the renovation process.
Buildings & Grounds said it is conducting weekly water testing at the well‑served HPE site and testing for lead; Bosch cited a 5 parts‑per‑billion lead threshold and described fixture replacement and retesting if results exceed that level. The district also conducts weekly wastewater treatment plant testing to meet DEC discharge regulations.
Bosch said the district is pursuing energy efficiency work — replacing fixtures with LED lighting and evaluating a solar array on the Vicarotti property; district staff scheduled vendor presentations. He also noted field/turf rehabilitation at the 209 complex, new signage replacements, and regular fire inspections (annual) with no failing buildings this year other than minor violations.
A Verizon cellular site has been installed on the 209 campus but had not yet been commissioned; Bosch said the vendor approached the district offering to install a booster and pay the district, which the district accepted to improve indoor service.
Board members asked about timelines; Bosch said roof kickoff meetings and ongoing commissioning work will continue into the fall and spring and that the contractor performance and testing will determine next steps on site work disputes. The board later approved capital project allowances and change orders as part of the meeting’s action items.
