Board to reference Indiana law in reproductive-health policy, will start instruction in fifth grade

The Richmond Community Schools board reviewed Policy 2414 on reproductive health and family planning and agreed to reference the applicable Indiana statute rather than reproduce statutory lists verbatim in board policy. Trustees also asked staff to change the district’s stated starting grade for certain health topics to fifth grade.
Legal and policy staff identified the statute that prescribes required curriculum components; board members proposed removing the detailed statutory subsections from the policy text and instead citing the Indiana Code by citation. “What if we just say as required by Indiana code and list the code and take the language out?” one trustee asked; other members agreed that referencing the statute would better keep the policy in sync with state law.
The board also adjusted grade-level language in the policy: staff and trustees concluded that specified reproductive-health material and discussion of sexually transmitted disease content should begin in fifth grade rather than fourth grade. Members asked staff to revise the policy to reference the Indiana code and to change wording that currently listed grade levels inconsistent with district practice.
No substantive curricular changes were made at the meeting; trustees asked staff to update the policy language to cite the Indiana statute and to correct the district’s grade-level references. The board will review the revised language at a subsequent reading.
