The Norris School District Board of Trustees approved the district’s unaudited actuals for fiscal year 2024–25 and approved several policy updates and consent items at Tuesday’s meeting.
District staff presented highlights from the unaudited actuals. Total revenue for 2024–25 ended higher than budgeted: the district reported approximately $60,700,000 in revenue and $60,300,000 in expenditures, producing an increase in ending fund balance of $417,000 compared with an earlier projected deficit. District staff attributed the positive variance to higher average daily attendance, enrollment growth, and special-education savings; special education billbacks were reported as saving about $770,000 this year.
Dan, a district staff member presenting the figures, said the district had budgeted conservatively and cautioned that the surplus could reverse in a different year. The board then voted to approve the 2024–25 unaudited actuals (voice vote; motion carried).
The board also reviewed and approved the district’s annual reporting for Proposition 28 — the state arts and music funding measure — noting the expansion of music teachers at school sites funded by the program.
On policy matters, the board approved the adoption of Board Policy 5148.2 (Before and After School Programs) and a series of revisions and first-read approvals across multiple board policies related to extracurricular activities, student organizations, promotion standards, class size, homework, individualized education programs, instructional materials selection, and special-education procedures. The board also approved requests to obsolete older policies that have been superseded.
Under consent agenda items the board approved financial warrants, personnel items, interdistrict transfers, construction change orders and notices of completion, memoranda of understanding with partner organizations for CTE and Expanded Learning Opportunities programming, contracts for ELOP activities, out-of-county field trip requests, obsolete equipment disposal, and an investment statement.
A voice vote carried each of the motions presented during the consent and regular agenda items. Several items were first reads and will return for final approval as required by board procedure.
