Kern County signs off on Norris School District budget and LCAP; Williams inspection finds no deficiencies

Kern County officials have reviewed and accepted key district documents for the 2025–26 school year, the Norris School District Board of Trustees heard Tuesday.
The Kern County Superintendent of Schools reviewed the district’s adopted 2025–26 budget and the district’s Local Control and Accountability Plan (LCAP), and issued letters of acceptance, district staff said.
The county also completed a Williams settlement inspection of district schools on Aug. 27. According to district staff, the inspection found no deficiencies: instructional materials were sufficient in the four core subject areas, and the facility inspection earned an overall rating of 100% and a school rating of exemplary.
Chantelle, a district staff member who presented the LCAP correspondence, said the county’s letter confirms the district “has met all the requirements within the LCAP.” Leanne, a district staff member who summarized the Williams review, told the board the inspection found the district had adequate instructional materials and no facility deficiencies.
District staff noted the county reviewed the district’s originally submitted June budget; the district is not required to submit the August revision to the county. Board members asked follow-up questions but took no formal action on the correspondence items.
The county letters and the Williams inspection report will be kept with district records; any future interim budget submissions will be presented to the board at the required reporting points.
