Honeywell reports LED work finished; chiller, controls and combined-heat-and-power remain on schedule

Carolyn Jackson, a Honeywell project representative, told the Haddonfield School District Board on Sept. 11 that the lighting upgrade portion of the district's energy savings improvement project (ESIP) is finished and that mechanical and controls work will continue over the coming months.
Jackson said the district has replaced non-LED fixtures interior and exterior and that "the lighting update is 100% complete." She said the upgrades will reduce energy usage but that final dollar savings will take time to show in bills because of broader electricity-rate changes.
The project's next major phase is mechanical work at the high school, Jackson said: a chiller overhaul, new pumps and motors, cooling-tower replacement and replacement of the Gym B unit. Bids for that work are due Oct. 9. Jackson said the gym unit already has been ordered so installation can begin promptly once a contractor is selected and scheduling will seek to avoid disruption during peak cooling months.
Jackson said Honeywell and district staff are upgrading the building management system and have completed retro-commissioning performed over the summer. "We are about 83% complete" on building-management upgrades, she said, describing replacement of older pneumatic controls with direct-digital controls to give facilities staff better on/off control and equipment monitoring.
She also said the combined heat-and-power (CHP) design is complete and will be bid alongside the mechanical work this fall. The CHP system will use on-site gas to generate electricity and heat; Honeywell said the heat will be used for hot water and some plant heating and that utility rebate applications are in progress.
When board members asked whether the district is seeing immediate bill reductions, Honeywell said it is too early to tell and that usage comparisons will be more meaningful after a full cycle of seasonal billing. Jackson offered to provide the district a usage and cost comparison against pre-project baseline data once more billing periods are available.
Board members and staff asked about project management and quality assurance. Jackson said Honeywell is contractually responsible for the ESIP end results and is working with district designers and staff to coordinate design, installation and commissioning.
District staff said weekly schedules are being shared internally and that final paperwork for rebates and loan-payoff accounting remains ongoing.
