Trustees unanimously approved the ordinance after a brief presentation and opportunity for questions. The planning and zoning commission had recommended the plan unanimously ahead of the board vote.
The board chair described adoption as the first step in implementation and urged staff and trustees to move the plan from vision to action. The ordinance does not itself change zoning rules; it sets policy direction for future zoning, capital investments and subarea planning, according to the consultant’s presentation.
No implementation timeline or specific capital allocations were adopted at the meeting; the consultant and board members said further steps would be required to convert plan recommendations into ordinances or capital projects.
