Fiscal Court opens paving bids, awards stormwater and Fall 2025 Group 1 paving contracts

Oldham County Fiscal Court opened multiple bids and approved awards for two projects at its Sept. 16 meeting, with county staff reporting competitive bids across projects.
For a stormwater drainage project at 6221 Perron Drive and 6211 Breeze Hill Drive, All Terrain Paving submitted the low bid at $39,995. County engineer Mark Silliman recommended awarding that project contingent on the treasurer’s review for federal exclusions and good-standing verification with the Kentucky Secretary of State. The court approved the award by voice vote.
For the county’s Fall 2025 Group 1 milling and paving program — roughly 21 miles of roads — the low bidder was Libs Paving at $1,979,181.50. Silliman told the court that Libs Paving was in good standing with the Secretary of State and the estimated project budget had been about $2.2 million; the low bid fell below that estimate. The court authorized the award contingent on Pat Meador, the treasurer, completing exclusions checks.
Several other bids were opened on the record for both projects (bidders included Riverside Paving, Flynn Brothers, Louisville Paving, Mac Construction, Wingham Paving and others) and the clerk read the bid amounts into the public record. The court emphasized that final award actions remained contingent on standard vetting by the county treasurer and compliance checks.
Judge Executive David Vogel and county staff noted the competitive nature of the bidding and thanked participating firms. The court approved the two awards during the meeting following staff recommendations.
