The Lakeville Board of Health approved four betterment loans totaling $71,377.38 to help homeowners finance new septic systems on Beechwood Avenue during its Dec. 4 meeting.
Board members voted, by voice, to approve the following betterments: $19,667.38 for 4 Beechwood Ave; $18,670 for 7 Beechwood Ave; $16,795 for 10 Beechwood Ave; and $16,245 for 12 Beechwood Ave. Each motion was made and seconded and carried by an aye voice vote.
Board members discussed the program’s finances and noted that the town’s betterment account has been drawn down as the program has been used. “It enables people that wouldn't otherwise be able to afford to put a new septic system in to put a new septic in. So it's not costing us anything,” a board member said while explaining the program. The chair noted there is approximately $274,000 remaining in the account but that the board expects funds to continue to decline as work proceeds and additional funds may be due from the state.
Members said the betterment program functions as a lien placed on property taxes (a “super lien”) to ensure repayment. The board asked staff to confirm the current available balance and any outstanding state reimbursements before the next meeting.
The approvals were recorded as routine betterment votes; board members said the program has historically recovered funds and that approvals follow regular application review.
